Is it too early for thinking of a human mission to Mars within 2030?

No. 2020 is probably the earliest we can get humans on Mars. That is, provided there is enough funding for NASA. Even more preferably, we should dismantle NASA and start a new space agency. The current one is so weighed down with decades of administrative red tape that probably only 2 cents of every tax dollar goes toward actual space exploration.
