Help Am I Being Played?

I moved into the property located in capitol heights MD. The owner and i agreed that he would sell the property to me. I have been living here for about 8 months and in November he sold the property to someone else. This person made the same promise but he is a first time home buyer and there are violations on the property that need to be repaired. I pay 2000 dollars a month and need information that i can use if i am being played.
